This knowledgebase article explains the process of processing an I-20 for a U.S.-born student who is not a U.S. citizen in ISSS Student. In rare instances, a student born in the U.S. may not qualify for or have renounced U.S. citizenship and thus require a Form I-20 to enter and study in the U.S. Currently, I-20s for students in this circumstance must be processed via Post to RTI in ISSS Student to answer the conditional questions that are prompted in SEVIS when indicating an F-1 student was born in the United States, as these are not currently supported in ISSS Student.
Creating Student Profile in ISSS Student
Create the draft profile in ISSS Student as desired–either via the Newly Admitted Student List or the Create button on the Student List page. While creating the draft profile, select United Statues for the Country of Birth and complete the rest of the profile.
When ready to process the I-20, choose Post to RTI after approving the Create I-20 request.
Completing the I-20 Process in RTI-Connect
After clicking Post to RTI, sign into SEVIS and land on the Create Certificate of Eligibility for Nonimmigrant Students (Form I-20) screen. Click Post Data to RTI in the upper right hand corner.
Notice that “Country of Birth” will populate as the United States, but the follow-up question needed to successfully create the I-20 do not appear. One of the following must be done to prompt the clarifying question:
- Select a different Country of Birth, then re-select United States; or
- Click Next to proceed to the second screen, then click Back to return to the first page.
The clarifying question will now appear underneath the Country of Birth and Country of Citizenship fields. Click the circle next to the appropriate option for the student’s circumstances, then click Next to proceed with the rest of the I-20 creation.
Once the I-20 is successfully created, click Print I-20 to save the I-20 pdf to the ISSS Student profile and/or print a copy of the I-20.
