You have marked the AlertTraveler App Activation Material as optional in your AlertTraveler settings. From the Admin view of the application, it appears the AlertTraveler App Activation Material was not deployed to an application, though you can see the student has subscribed in the License Manager.
A possible solution:
Try clicking "view as user" to see the application from the applicant's point of view. The applicant should have the material underneath the "Additional Services" section:
The applicant can view the AT App Activation Material, but the admin cannot because the material is marked optional. As it is an optional content item, it isn't really a requirement. For this reason, it will only show up for the user, and not on the requirements tab for the admin.
