Overview
This article reviews the process to complete SEVIS Transfer-In action for J-1 Scholar records with RTI Connect.
Note: If working within the Scholar Dashboard, your first step will be to complete the New Sponsorship Request and process the J-1 profile, then move on to the steps below. If you are not working in the Scholar Dashboard, you will need to create the user's profile in the classic interface, and then proceed to the steps below.

Step 1: Add Scholar's SEVIS ID to their Terra Dotta Profile
Add the scholar's SEVIS ID to their Terra Dotta Profile. Note: failure to make these updates could result in the inadvertent creation of a duplicate profile for the scholar. To transfer in a J-1 Scholar, the J-1 Scholar Card should have been created and in pending status.
Step 2: Download Record from RTI Connect
After the SEVIS ID has been added to the Terra Dotta profile, navigate to SEVIS Admin >RTI and launch RTI Connect. Once logged in, search for the Scholar in SEVIS with their SEVIS ID.
Once in the Scholar's SEVIS Profile, click on the Download Record button located in the upper left corner of the screen.
This will display a modal window with a time bar of the download process. Once downloaded successfully, click the close button and you will be directed to that downloaded record in SEVIS Admin. Select the checkbox of the record and click on the Update Record button. From here, select the new Academic Objective for this scholar. If SEVIS Admin asks if you would like to recalculate discrepancies, select yes.
Once the record has been updated, click Return to RTI to create the DS-2019.
Step 3: Creating the DS-2019 in RTI Connect
Navigate to the RTI tab in the SEVIS Admin and launch the embedded browser (RTI Connect)
Navigate to the record you wish to transfer in and click Edit DS-2019. Proceed to create the DS-2019. Be sure to enter the information that is present in your Scholar profile when creating the DS 2019, as the post to RTI function does not copy over all information from the Scholar profile to this screen. Submit the information.
After submitting, the RTI Connect modal will display. In this modal, select Update an existing Academic Objective Application:
If you are working in the Scholar Dashboard, when you navigate back to the scholar’s card, you will see that the SEVIS status has been updated to “Transferred.” It will stay in this status until you complete the validation process. If you validate the scholar at the same time you complete the transfer, the SEVIS status will move directly to Active.
