Overview
This KB will outlines the steps to create a new Create Student Record for a SEVIS Record and how to use the activity for Batch and Post to RTI only. If you wish to create a new Create Student record in RTI Connect, go to RTI > Launch RTI Connect. Terra Dotta ISSS currently allows you to submit this request in three different ways: Batch, Post to RTI, and RTI Connect.
- Step 1: Finding the SEVIS Admin Activity > Add Student
- Step 2: Select the User Type (Integrated or Non-Integrated)
- Step 3: Enter Profile Information (Internal or External Users)
- Step 4: Complete Academic Objective Information Questionnaire
- Step 5: Complete Financial Information Questionnaire
- Step 6: Complete Education Information Questionnaire
- Step 7: Actions to take after Student is Created
Finding the SEVIS Admin Activity > Add Student
- Go to SEVIS Admin > Activities
- Locate the Students menu.
- Click Add Student
Select the User Type (Integrated or Non-Integrated)

External Students: If the student does not already exist in your student information system (SIS), they will be considered an External student. For External students, complete all Core Student Information fields.
- If the student already has a profile in Terra Dotta, select Existing External (Non-SIS Integrated) from the dropdown list.
- If the student does not have a profile in Terra Dotta, select New External (Non-SIS Integrated) from the dropdown list.

Internal Students: If the student already exists in your SIS (e.g., Banner, PeopleSoft, etc.), they will be considered an Internal student. For Internal, enter the student's UUUID (unique universal user ID, or username).
- If the student does not have a profile in Terra Dotta, select New Internal (SIS Integrated) from the dropdown list.
- If the student does have a profile in Terra Dotta, select Existing Internal (SIS Integrated) from the dropdown list.
Note: If the student is returning and previously had a SEVIS ID in their Terra Dotta profile, the existing SEVIS ID will need to be removed in order to initiate a new Create Student Record. Go to the Terra Dotta profile of that student and take their existing SEVIS ID and enter it as a comment to retain as historical data. Remove from the SEVIS ID field and update.
Enter Profile Information (Internal or External Users)
For Internal students, most of the information requested in the Profile Information section will automatically populate with SIS information, so you will not enter data in these fields. To confirm which Profile Information data fields are coming from your student information system into a profile, go to Settings > User Parameters.
For External students, the Profile Information must be entered manually.
NOTE: SEVIS does not require a U.S. address to send a batch Create Student action to SEVIS, but SEVIS DOES require a foreign address to successfully create a new student record. If a U.S. address is included in the batch, it needs to pass verification.
See below for guidance on entering data for an External Student who is not integrated with your SIS. (*) indicates required information for SEVIS.
- Visa type (*): Confirm "F-1"
- Subject/Field of study (*): Select from the dropdown menu
- Birth city (*): Enter the birth city of the new student
- Birth country (*): Enter the birth country of the new student
- Country of citizenship (*): Enter the country of citizenship of the new student
- Campus site (*): Select the School Code
- U.S. Physical Address: Optional
- Foreign Address (*): Enter student's address outside the U.S.
Complete Academic Objective Information Questionnaire
- Academic objective program (*): Select the AO program that reflects the correct education level or program. This will ensure that the information you enter in this section will be saved in the questionnaires for the F Academic Objective program.
- Application cycle (*): Term and year the student is starting their program at your institution
- Program start date (*): Start date of I-20
- Program end date (*): End date of I-20
- Issue Reason (*): This will default to 'Initial,' but can be changed if needed.
- Commuter from Mexico/Canada(*): This will default to 'No,' but can be changed if needed.
- Remarks: Optional. The remarks that you enter here will display on page 1 of the Form I-20
Complete Financial Information Questionnaire
- Financial Info Questionnaire (*): This will default to Financial Information (F/M).This will ensure that the information you enter in this section will be saved in the Financial Information questionnaire for the F/M Academic Objective program.
- Academic Term (*): Number of months (1-12) in term
- Tuition (*): Cost of tuition per academic term, whole numbers only
- Living Expenses (*): Cost of living per academic term, whole numbers online
- Dependent: Required if the student has dependents. Cost of dependent related expenses for the academic term, whole numbers only
- Other Expenses: Any additional expenses student could incur during the academic term, whole numbers only
- Other Expenses Remarks: Required if an amount is entered in Other Expenses. Explanation of what additional expenses were noted above.
- Personal (*): Personal funding, whole numbers only. Even if the student is not providing personal funding, you must enter "0" in this box as required by SEVIS.
- School: Optional. Funding from school, whole numbers only
- School Remarks: Required if an amount is entered in funding from School. Explanation of funding from school (ex., Assistantship).
- Other: Optional. Funding from other sources, whole numbers only
- Other Remarks: Required if an amount is entered in funding from Other. Explanation of other sources.
- On-Campus Employment: Optional. Funding from on-campus employment, whole numbers only
Values for estimated cost and funding may ONLY contain numbers and decimals. It is not possible to enter letters or special characters.
Note, total expenses and total funding are listed to the area right of the questionnaire items. When expenses outweigh funding, a warning message is presented. At the point where funding becomes equal to or larger than expenses, the warning message disappears.
Complete Education Information Questionnaire
- Initial Session Start Date (*): Enter the date classes begin for the student. This may be the same as the Program Start Date.
- Remarks for 'Other' Education Level: Required if the student's Education Level is Other. Provide an explanation here.
- English Proficiency Required for Program? (*): Yes or No
- If Yes, does the student have the required English proficiency?: Required if English Proficiency is required.
- Reason English Proficiency Not Required for Program: Required if English proficiency is not required for the program. Provide an explanation here.
Actions to take after Student is Created
After the student has been created, you can:

Generate SEVIS update record for 'Create Student': Used to batch the Create Student SEVIS update
- A Create Student pending SEVIS update will appear in SEVIS Admin > Pending Updates, where it can be verified and added to a batch.
- SEVIS Admin: Post to RTI: Used to create the I-20 directly in RTI-Connect
